This mill is glossed as pertaining to don Francisco Tello. Note the way the image is practically a glyph, but there is a European flavor to the three dimensionality (e.g. showing the thickness of the door, with its dark interior). Different from some of the other mills, the exterior of this one is smooth, possibly suggesting stucco.
