glyph of a boundary marker?

This pictograph -- not yet deciphered -- may refer to a boundary marker for the pueblo of Quauhquechollan. It is a hill or mountain symbol with something red covering a large part of the hill, something like a necklace around a neck (?), and a white water symbol (?). The gloss is illegible.
